Act 1 Referendum Exception Notice

Pursuant to Act 1, the Pennsylvania Department of Education publishes an index % applicable to the School District. The school district real estate tax increase for the next fiscal year is limited to the index % unless the proposed tax rate is approved by voters pursuant to a referendum or the School District qualifies for an Act 1 exception. As a result of special circumstances covered by an Act 1 referendum exception, a tax rate % increase above the index might be required to balance the School District budget for the next fiscal year. The tax to be levied is required to provide a quality education program as reflected in the School District Preliminary Budget.

The School District intends to seek approval from the Pennsylvania Department of Education as required by Act 1 for an exception allowing increase of the real estate tax as reflected in the School District Preliminary Budget. The Preliminary Budget is available for public inspection at the School District offices, 857 S. Lewis Rd., Royersford, Pennsylvania. On written request by any School District resident or taxpayer, the School District will provide a copy of the referendum exception application.

Taxpayer Rebate Program

Step 1. Please read the eligibility requirements to determine if you qualify for the SFASD Property Tax/ Rent Rebate Application Form.

To qualify for this discount, applicants must have a household income of no more than $35,000 annually, and:

be 65 years of age or older; or
be a widow and widower aged 50 years of age or older; or
be permanently disabled and 18 years of age or older.

Step 2. Fill out, retain a copy, and file a PA-1000 Property Tax/ Rent Rebate Application Form with the Pennsylvania Department of Revenue.

Please Note: The PA-1000 Property Tax/ Rent Rebate Program Application Form is filed with the PA Department of Revenue before submitting SFASD’s Property Tax/ Rent Rebate Application Form.

For more PA-1000 Tax/ Rent Rebate Application Form information or to print the form, please visit the Pennsylvania Department of Revenue’s website revenue.pa.gov or call 1-888-222-9190. Assistance and copy of the form can also be provided at your local state representative’s office.

Step 3. Wait until you receive a rebate check, or until the rebate direct deposit is made to your bank account from the PA Department of Revenue. Please make a copy of the rebate check before cashing or depositing into your account.

Step 4. Fill out SFASD Property Tax/ Rebate Application Form.

Step 5. Submit the following to SFASD Chief Financial Officer 857 South Lewis Rd Royersford, PA 19468:

Completed SFASD Property Tax/ Rebate Application Form
Copy of completed PA-1000 Property Tax/Rebate Application Form (that was filed with the PA Dept of Revenue)
Copy of the property tax rebate check or statement from your bank showing the property tax rebate direct deposit from the PA Dept of Revenue

Step 6. SFASD will process your SFASD Property Tax/ Rebate Application Form.

Property Tax and Rent Rebate Program

Program Information

At the April 24th, 2023 board meeting the Spring-Ford Area School District (SFASD) Board of School Directors unanimously approved a revised property tax rebate program that will see a discount for certain homeowners and renters.
To qualify for this discount, applicants must have a household income of no more than $35,000 annually, and:

be 65 years of age or older; or
be a widow and widower aged 50 years of age or older; or
be permanently disabled and 18 years of age or older.

The property tax and rent rebate program is based upon the existing Pennsylvania Property Tax and Rent Rebate program which has been in effect since 1971 and is funded by state lottery and slot machine proceeds. Spring-Ford homeowners and renters must qualify for the state rebate program to qualify for the district rebate program.

For the 2023/2024 School Tax Year, SFASD is granting a 50 percent (50%) rebate based on certain eligibility requirements and income levels as follows:

50 percent annual rebate for Spring-Ford homeowners with a yearly household income between $0 to $8,000;
50 percent annual rebate for Spring-Ford homeowners with a yearly household income between $8,001 to $15,000;
50 percent annual rebate for Spring-Ford homeowners with a yearly household income between $15,001 to $18,000; and
50 percent annual rebate for Spring-Ford homeowners with a yearly household income between $18,001 to $35,000.

50 percent annual rebate for Spring-Ford renters with a yearly household income between $0 to $8,000; and
50 percent annual rebate for Spring-Ford renters with a yearly household income between $8,001 to $15,000.
